Harold Hallikainen studied electronic engineering at California Polytechnic State University, San Luis Obispo, California. During the day, he does electronic hardware/software design for Dove Systems, also of San Luis Obispo. He teaches electronics at Cuesta College and does technical writing during the evenings. He has written over 100 articles and two books on the broadcast regulations of the Federal Communications Commission. He maintains a website devoted to FCC Rules (http://hallikainen.com/FccRules).
